That's a very good point. The Spanish will have to be beaten by force. Likewise the Scots will never get their independence unless they're willing to fight for it.

A good rule of thumb in politics is never say anything you aren't prepared to back up with force. We will see by the end of this week whether this is just political theatre or something serious. Over playing your hand in life like poker is not smart.
